What it means in the adjuster file
An adjuster who lives in a state that does not license adjusters qualifies in another state and designates it as home. The adjuster file marks these records with is_designated_home_state, and home_state holds the designated state rather than the state of residence.
Keep the snapshot context
Field values describe the dataset snapshot. License details cover the states the dataset tracks, so an adjuster can hold more licenses than the file lists.
