What it means in the adjuster file
Public adjusters are hired by the insured, not the insurer, and states license them as a separate class. In the adjuster file they carry is_public_adjuster = 1 and the type Public adjuster. The count is small compared with company and independent adjusters.

Field values describe the dataset snapshot. License details cover the states the dataset tracks, so an adjuster can hold more licenses than the file lists.
