Adjusters who held an active license in three or more of the states the dataset tracks. Carrying several nonresident licenses is the usual sign of someone who deploys to catastrophe events or works claims remotely across state lines, which makes this the closest thing in licensing data to a catastrophe-ready list.
license_state_count counts tracked states only, so it is a floor. An adjuster can hold more licenses than the file lists, and the file does not record deployment history or availability.

One row per licensed adjuster, with 27 columns: name, NPN, adjuster type, lines of authority, the license states, license numbers and license classes on file, issue and expiration dates, business name and address, and business phone and email where the record has them. Every adjuster held an active license on the snapshot date.
Company (staff) adjusters, independent adjusters, public adjusters and auto damage appraisers. Public adjusters are flagged in their own column. Licensing records use the same license for company and independent adjusters, so the file cannot tell those two apart; the business name and the email domain usually can.
By the state in the business address. An adjuster in the Texas pack has a Texas business address and may hold licenses in other states. The license_states column lists where the dataset found an active adjuster license for that person.
No. It lists the states, among those the dataset tracks, where an active adjuster license was on file on the snapshot date. An adjuster can hold licenses in other states too, so treat license_state_count as a floor.
Both, and the file says which. 250,508 records have a business email. 221,539 of those addresses appear on one adjuster only. The rest are shared, most of them an employer's licensing inbox. The email_shared_count column gives the number of adjusters on each address, so you can keep only the ones equal to 1.

No. They are separate files with separate packs and prices. A person who holds both an adjuster license and a producer license can appear in both.
